.PACKAGE is Electronic Arts Game Package File
A PACKAGE file is a resource package file used by various Electronic Arts (EA) games, including The Sims 2, The Sims 3, The Sims 4, The Sims Online, Spore, and SimCity 4. It stores an archive of one or more game files, often in an XML format and may include 3D models, textures, sounds, and other game data, such as characters and neighborhood information. PACKAGE files are saved in EA's standard DBPF archive format.
Many PACKAGE files can be edited and repackaged with SimPE, a free editor for The Sims 2. They may also be created and modified with The Sims 2 ContentManager, a program officially released by Electronic Arts for modifying The Sims 2 content.

File Type 3 FOREVER Art Kit Package
A PACKAGE file contains an art kit for FOREVER Artisan, a digital scrapbooking application. PACKAGE files are typically purchased and downloaded from the FOREVER online store and imported into the program.
Digital art kits may also be saved in an SBKIT or PAKIT file. You can import a kit in Artisan by selecting "Import content" from the Home menu.
