COF files are created from the MPLINK linker component, which takes object .O files, library files, and a linker script to produce the executables. Two other files are created as well with the ".map" and ".hex" extensions.

NOTE: The COFF format is not unique to MPLAB IDE. However, MPLAB IDE uses the ".cof" extension for its COFF files. COFF files also use the .OUT extension.
