What is an .AV3 file?

.AV3 is Arbitrator Video Surveillance File

An AV3 file is a video file saved in the AV3 format, which is used to store surveillance footage captured by Panasonic Arbitrator BWC body cameras. It contains recorded video compressed in H.264 format and encrypted to protect against tampering. AV3 files also store encrypted metadata.

AV3 files are typically used for storing video recorded by the Arbitrator BWC 3 body camera worn by police officers. The footage is used for evidence for criminal cases that go to court. Since footage must be secured to prevent any tampering, AV3 files can only be opened using Panasonic SafeServ, which is part of the Unified Evidence Management System (UEMS) from Panasonic.

How to solve problems with AV3 files

  • Associate the AV3 file extension with the correct application. On :
    Windows: Right click on any AV3 file and then click "Open with" > "Choose another app". Now select another program and check the box "Always use this app to open *.AV3 files". There tap the Options icon in the top right-hand corner of the screen to change the default apps.
